What is ISAP
The Intelligent Speed Assistance Program (ISAP) is a program established under Virginia law that allows certain drivers to maintain restricted driving privileges by operating a motor vehicle equipped with speed-limiting technology as an alternative to full driver’s license suspension in qualifying cases.
ISAP is administered and regulated by the Virginia Alcohol Safety Action Program (VASAP) and may be required by a court or the Virginia DMV for certain offenses, including reckless driving, racing, or excessive demerit point violations.
An Intelligent Speed Assistance (ISA) system is in-vehicle technology that uses GPS-based data to determine the posted speed limit and automatically prevents the vehicle from exceeding that limit.
Beginning July 1, 2026, ISAP becomes effective and eligible drivers may be required to install an ISA device in all vehicles they own or co-own as a condition of maintaining restricted driving privileges. Enrollment in the program is managed through the VASAP main office, and all participation and enrollment activities are completed online.
When May ISAP It Be Required?
Enrollment in the Intelligent Speed Assistance Program (ISAP) may be required in the following circumstances:
- Convictions under Va. Code § 46.2-861, Reckless Driving – Too Fast for Conditions
(License suspension: 60 days to 6 months or ISAP enrollment, as ordered by the court) - Convictions under Va. Code § 46.2-862, Reckless Driving – Exceeding Speed Limit
(License suspension: 60 days to 6 months or ISAP enrollment, as ordered by the court) - Convictions under Va. Code § 46.2-865, Racing
(License suspension: 6 months to 2 years, or up to 5 years after four convictions; court may order ISAP enrollment instead of suspension were permitted by law) - In lieu of a 90-day driver’s license suspension resulting from a driver improvement action due to excessive demerit points.
How Will ISAP Be Administered – Court Ordered
If a court mandates participation in ISAP, the process is as follows:
- The court will transmit the conviction record to DMV, including the required ISA enrollment period.
- Once you have enrolled into the ISA program, you will need to visit your local DMV Customer Service Center to have a restricted license issued that indicates your participation in the program
- You will need to continue to remain enrolled into the ISA program for the duration of the time as mandated by the court
How Will ISAP Be Administered – Driver Improvement
When ISAP is offered through the Driver Improvement process:
- DMV first issues a 90-day suspension with a driver improvement clinic requirement. The customer has 30 days to choose whether to accept the suspension or choose to enroll in ISAP.
- If the customer chooses to participate in ISAP, the customer must notify DMV of their choice to enroll
- Once DMV has been notified, the customer must then contact VASAP through https://vasap.virginia.gov/isap-client-portal/ to enroll in ISAP and pay any required fees through VASAP.
- After successful enrollment into the program, the customer must visit their local DMV Customer Service Center to receive a restricted license indicating their participation in the program.
- Once enrolled, the customer must be continuously enrolled in ISAP for a 9-month period and complete the required driver improvement clinic.
