Background
Pursuant to Va. Code § 46.2-490, the driver improvement clinic program shall be established for the purpose of instructing persons identified by the Virginia Department of Motor Vehicles (DMV) and the court system as problem drivers in need of driver improvement education and training and for those drivers interested in improved driving safety.
The Virginia Code grants the Department of Motor Vehicles (DMV) the authority to contract with entities to develop curricula for persons in need of driver improvement education and training and for those drivers interested in improved driving safety.
Vendors must apply to DMV to offer their in-person driver improvement course curriculum in the Commonwealth based on criteria established by the Department. The curriculum must be approved by DMV before it can be utilized by an online driver improvement course provider.

Submitting the Application
To apply, you must submit:
- A Driver Improvement Curriculum Vendor Application (DI 14)
- Documentation which certifies that the Vendor is either a Virginia or domestic corporation, or a foreign corporation authorized to transact business in Virginia. The Vendor shall also identify its registered office and registered agent.
- A signed In-person Driver Improvement Curriculum Vendor Agreement (DI 26)
- A paper copy of the course curriculum
- Copies of all quizzes and test questions including the answer guide
- A statement indicating if you intend to own, operate, or establish in any other manner a facility or clinic under the terms and conditions of the Curriculum Vendor Agreement prior to applying for and obtaining permission to operate a DMV-approved Online Driver Improvement Clinic.
How Long Does the Licensing Process Take?
While every case is different, the process generally takes approximately 30 days.
