Our roads connect us. They take us to our jobs and to visit our family and friends. They are vital to Virginians' quality of life.

Virginia's roadways are maintained, in part, through taxes drivers pay at the gas pump. As more drivers switch to fuel-efficient and electric vehicles, they buy less gas; that means less money to help maintain Virginia's vital thoroughfares.

To make up for the shortfall, the Virginia General Assembly instituted the highway use fee in 2020. Paid at the time of vehicle registration, the highway use fee ensures more equitable contributions to the Commonwealth's highway system from users of fuel-efficient and electric vehicles. The legislation also created the Mileage Choice Program, a mileage-based alternative to the annual highway use fee.

What is the Mileage Choice Program?

Virginia's Mileage Choice Program is a voluntary option for drivers of eligible vehicles to pay their highway use fee on a per-mile basis in lieu of an annual highway use fee at the time of registration renewal. You only pay for the miles you drive, so if you drive less, you pay less. And, if you end up driving a little more, you never pay more than your annual highway use fee.

Who is eligible?

Drivers of fuel-efficient and electric vehicles pay a highway use fee (HUF) each year at the time of registration or registration renewal to ensure a more fair contribution to maintain Virginia roads. If you're paying a HUF for one or more registered vehicles, and your vehicle is up for registration renewal, you qualify to participate in the Mileage Choice Program. You cannot have any stops on your DMV record (e.g., unpaid personal property tax, unpaid tolls, outstanding DMV bill).

You must sign up for the program before renewing your vehicle registration with DMV. You must agree to the program's terms and conditions and sign an agreement with Emovis, the contractor operating the Mileage Choice Program.

Signing up for the Mileage Choice Program

As of July 1, 2022, customers with eligible vehicles will be able to enroll in the Mileage Choice Program when it is time to renew their vehicle registrations. Customers must enroll in the Mileage Choice Program online before renewing their vehicle registration.

Signing up is easy:

  1. Enroll: Before renewing your vehicle registration, create an account with Emovis. You will need your vehicle information and a valid credit or debit card to set up an account. Emovis will send you a device to place in your vehicle to report mileage.

  2. Install the device: When you receive the mileage reporting device, follow the directions provided by Emovis to install the device in your vehicle and fully activate your account. You will also need to download a smartphone app to record an initial odometer reading.
  3. Drive: The miles you drive will be recorded by the device, up to the amount of the highway use fee.

Frequently Asked Questions

Every customer is different, but there are a number of reasons to enroll in the program including:

  • Saving money on your highway use fee if you drive less than 11,600 miles annually
  • Spreading payment of your highway use fee throughout the year
  • Testing out a new program and technology
  • Contributing your fair share to the maintenance of Virginia's highways

Virginia DMV oversees the Mileage Choice Program. Emovis is the company contracted to operate the program by collecting mileage reports and payments from customers who choose to participate in the program. Emovis also provides customer support through a help desk.

Drivers whose vehicle registration is due for renewal and who are paying a highway use fee for that vehicle are eligible to participate in the Mileage Choice Program. Drivers of fuel-efficient and electric vehicles pay a highway use fee (HUF) each year at the time of registration or registration renewal to ensure a more fair contribution to maintain Virginia roads.

Customers must sign up for the program through Emovis before renewing their vehicle registration with DMV. Currently, the program is only open to those whose vehicle registration is up for renewal.

No, you will never pay more than the annual highway use fee. If you have an eligible vehicle up for registration renewal, you can choose to continue to pay the highway use fee, or you can opt to participate in the Mileage Choice Program and pay on a per-mile basis. Under the Mileage Choice Program, you only pay for the miles you drive, so if you drive less, you pay less than the highway use fee. If you end up driving a little more, you'll never pay more than your highway use fee.

Virginia's Mileage Choice Program is set up so participants will not pay more per year than what they would have paid up front if they chose to pay the highway use fee at the time of registration renewal.

You must sign up for the program with Emovis before renewing your vehicle registration. If you have an eligible vehicle, your next opportunity to enroll in the Mileage Choice Program will be when your vehicle's registration is up for renewal again.

You will need to provide the following information to enroll in the Mileage Choice Program:

  • First and last name
  • Address
  • Credit or debit card information
  • Driver's license number
  • Vehicle title number
  • Vehicle identification number (VIN)

The vehicle title number can be found on the physical copy of your title, on your vehicle registration card, or in your online DMV account.

The vehicle identification number, or VIN, is a unique serial number for a vehicle. It can be found in a number of places, including on the lower-left corner of the dashboard where the dash meets the windshield, inside the driver-side door jamb, and in the engine bay or on the underside of the vehicle hood. The VIN is also printed on your vehicle registration card and insurance policy.

When you enroll in the Mileage Choice Program, you will be asked to provide a payment method to set up your account. An initial $15 will be charged to start your fee balance.

Mileage fees will be automatically deducted from your balance as you drive. Once the balance drops below $5 per vehicle (the minimum balance), you will automatically be charged $10 to replenish the account.

Virginia's Mileage Choice Program is set up so participants will not pay more per year than what they would have paid up front if they chose to pay the highway use fee at the time of registration renewal. If you reach that cap, charges in the Mileage Choice Program will stop and any remaining balance on your account will be carried over to the next year.

The miles you drive will be tracked by the device Emovis sends you to install in your vehicle. The device communicates with Emovis to record the miles you drive. For electric vehicles, the vehicle's telematics system will track the miles driven and transmit the information to Emovis.

When you sign up for the Mileage Choice Program, you have the option to choose a mileage reporting device with or without GPS capability. A non-GPS enabled device will only track the miles you drive, not your location.

Once a year, each customer participating in the Mileage Choice Program will have to "true up" the miles driven by taking a picture of their odometer through the app.

Yes. At this time, the Mileage Choice Program does not differentiate between miles driven outside of Virginia or on private roads versus inside Virginia and public roads.

The information you submit to participate in the Mileage Choice Program is confidential and may not be released to the public. Any information collected while you participate in the program, including location data (if you choose a GPS-enabled device) is also protected and may not be disclosed to any entity other than one involved in running the program.

The Mileage Choice Program is run entirely online and digitally. You will need access to the internet, via a computer or a smartphone/tablet, to participate in the program.

If you sell your vehicle, you'll need to immediately surrender, transfer, or deactivate your license plates with DMV and then notify Emovis you are removing the vehicle from the Mileage Choice Program. Emovis will notify DMV that you are no longer participating in the program.

Unless you are surrendering your license plates at the time of unenrollment, you will be charged the balance between your highway use fee and what you have already paid into the Mileage Choice Program.

If you sell your vehicle and purchase a new vehicle, the new vehicle will not be eligible for the Mileage Choice Program until your first registration renewal.

If you move outside of Virginia, the first thing you need to do is notify DMV of your move and surrender your license plates to DMV. After you've done that, contact Emovis to remove the vehicle from the Mileage Choice Program. This ensures you are not being charged for miles driven if your vehicle is no longer registered in Virginia.

If you choose to leave the program, notify Emovis. Emovis will charge you the balance between your highway use fee and what you have already paid into the Mileage Choice Program. Emovis will notify DMV you have left the program. When you renew your vehicle registration again, you will be charged the highway use fee. If you are thinking about leaving the program, consider removing yourself prior to renewing your vehicle registration to make the process easier.

The per-mile rate you pay is determined by dividing what your highway use fee would have been by 11,600 (the average number of miles driven per year by all Virginians).

Yes. When entering your vehicle information on the sign-up page, list your customer number (driver's license number), not the leasing company's customer number.

Yes. Once you create an account, add each individual qualifying vehicle to the program one at a time.
