The Driver's Manual course is an eight-hour course based on the Virginia driver's manual and designed for individuals who have failed the knowledge test three times. This course may be taken either in a classroom or online through a DMV-licensed driving school.

Prerequisites

Before you can be licensed to offer an driver's manual course, you must:

  • You must be currently licensed as a driver training school
  • You may use one of the DMV-approved online driver’s manual curriculum vendors or you may elect to develop your own curriculum.
    • If you elect to develop your own curriculum, it must be reviewed and approved by the DMV prior to use. You must also provide a copy of the online curriculum and provide DMV with access to the course for evaluation.
    • If you elect to use a DMV-approved vendor, please provide a copy of the vendor agreement from an approved online driver's manual curriculum vendor with your written request to offer the Online Driver Manual Course.

The Application Process

To apply, you must submit the "Eight-Hour Online Driver's Manual Curriculum Vendor Application" (DTS-32E).
