Transition of Dealer Processing from DMV to Auto Auctions
As of January 1, 2020, all dealers currently utilizing DMV customer service centers (CSCs) and DMV dealer centers will begin using auto auctions for the manual processing of title and registration work (i.e.,original, replacement, substitute and supplemental titles, and all registration transactions) This applies to all Virginia dealers, out of state dealers and dealer work presented by titling agencies.
These auto auction locations have been processing limited types of title transactions with DMV's system for a number of years. The dealer title and registrations that will be processed at the auctions starting in January will be an expansion of what was already in place. These locations are:

- Manheim Fredericksburg
- 120 Auction Drive
- Fredericksburg, VA 22406

- Harrisonburg, VA 22801
- VIADA Processing Center
- 1525 Huguenot Road, Suite #202
- Midlothian, VA 23113
Auction employees have attended a week-long title and registration training comparable to the training undertaken by DMV employees processing similar transactions. Each auction location will have a DMV employee on-site for training and coaching for an additional week after training.
Work can either be dropped off or mailed to the auctions and will be processed within five business days of the date it is received. Since mailing timeframes will vary, DMV recommends that dealers send all mail with a tracking number. Dealers may either have work picked up or returned with a pre-paid return envelope provided by the dealer.
Drop-off and pick-up times are as follows:
- Adesa Auto Auction: Monday 9 a.m. - 4:30 p.m., Tuesday 9 a.m. - 4:30 p.m., Wednesday 8 a.m. - 5 p.m., Thursday 9 a.m. - 4:30 p.m., Friday 9 a.m. - 1 p.m.
- America's Auto Auction: Monday 8:30 a.m. - 5:00 p.m., Tuesday 8:30 a.m. - 5:00 p.m., Wednesday 8:30 a.m. - 5:00 p.m., Thursday 8:30 a.m. - 5:00 p.m. and Friday 8:30 a.m. - 12:00 p.m.
- Manheim Fredericksburg: Monday - Thursday 9 a.m. - 4 p.m., Friday 9 a.m. - 12 p.m.
- Manheim Harrisonburg: Monday - Thursday 9 a.m. - 4 p.m., Friday 9 a.m. - 12 p.m.
- VIADA Processing Center: Monday - Friday 9 a.m.- 5 p.m, Saturday 9 a.m. - 12 p.m.
Turnaround Time for Processing
Work will be processed within 5 business days of the date of receipt.
Shipping Costs
Dealers will be responsible for shipping, to include providing pre-paid envelopes for return shipping, if they are not dropping off or picking up work at the auction.
Additional Dealers
As of 2020, an additional 297 dealers are included in the mandate to process title and registration transactions online. These dealers are considered online dealers as of that date. Out-of -state dealers and dealers who are not mandated to be online dealers can still have title and registration transactions processed at DMV Select locations, this would include title companies processing for out of state dealers.
Obtaining a Title in the Dealership's Name (Dealer Title Only, DTO, Title Flip)
A dealer title only (DTO) option is available in the Online Dealer program. If you are a dealership and are an Online Dealer, contact your vendor to inquire about having this transaction added. DTO transactions processed in the Online Dealer system will print overnight and the title will be mailed to the dealer. Titles cannot be picked up at the CSC.
Dealers who are not online dealers can have the title processed by any of the identified auto auctions.
DMV is working with its vendors to determine which additional transactions can be made available in the Online Dealer program.
Becoming an Online Dealer
To become an Online Dealer, the dealership must start by contacting one of the approved third party vendors. Once the contract with the vendor has been signed, the vendor will then submit the information to DMV's Dealer Services for the dealership approval. The vendor will be notified once the requesting participant has been approved by Dealer Services. This process could take up to 30 days.
Transport Tags
As of January 1, 2020, transport tags are no longer available for purchase at DMV Customer Service Centers. Instead, transport tags are available through DMV's Print on Demand (PoD) program. Dealers who have questions about obtaining transport tags should contact Dealer Services at podtemptag@dmv.virginia.gov.
Temporary Plates
Temporary plates can be processed through the Print on Demand (PoD) program. Dealers can sign up to participate with an online vendor for just the issuance of PoD tags.
Dealers who would like a second set of temporary tags for customers whose 30-day tag expired before the title could be processed at the auto auction should contact Dealer Services at podtemptag@dmv.virginia.gov. Each situation is different and will require review.
