Obtain a Driver's License Extension - Contractors or Civilian Employees of the U.S. Government

If you are a civilian employee or a contractor of the United States government or an agency acting on behalf of the U.S. Government serving outside of the U.S. or a spouse or dependent accompanying any individual, you may apply for an extension of your driver's license by mail.

  1. Request a contractor or civilian employee extension packet that will include:
    • the Driver's License and Identification Card Application (form DL 1P)
    • a copy of Re-Establishing your Virginia Residency or Qualifying for a Virginia Address Requirement Exception (DMV 143)
    • a return envelope
  2. Complete and sign the application enclosed in the packet. For your convenience, you may apply to register to vote by mail when you complete the application form. If you initial the YES box on the DL1P indicating the desire to register to vote, DMV will mail you a voter application.
  3. Using the return envelope, return the following:
    • A completed Driver's License and Identification Card Application (form DL 1P).
    • A copy of your contractor or civilian employee identification card.
    • A copy of your contractor or civilian employee orders or a certification letter, on U.S. government letterhead, signed by the commanding officer/supervisor, containing your name and stating that you are a contractor or civilian employee and stationed outside of the U.S.
  4. If you are a spouse or dependent of a contractor or civilian employee, use the return envelope to submit the following:
    • A completed Driver's License and Identification Card Application (form DL 1P).
    • A copy of either:
      1. Your dependent U.S. Uniformed Services Identification and Privilege Card, OR
      2. Your family member's U.S. Contractor or civilian employee identification card or Department of Defense Contractor Identification Card or a U.S. Passport
    • A copy of the travel orders or a certification letter, on U.S. government letterhead (for civilian employees) or on contractor's letterhead, signed by the commanding officer/supervisor, containing your name, as spouse or dependent, and indicating that your family member is a contractor or civilian employee serving outside of the U.S.
  5. DMV will accept photocopies of your documents if you are a contractor or civilian employee serving outside the U.S., or a spouse or dependent accompanying any such employee.
  6. Once DMV receives these documents, an extension card will be issued for you to carry with your expired license. If the expired license has been lost, stolen, damaged or mutilated, a duplicate license can be issued for a fee if your digital image is on file with DMV. Within 180 days of returning to the U.S., you must visit a DMV customer service center to renew your driver's license and, if required, to present proof of legal presence.
