Virginia Driver Training Certificate - Adult Waiver (DTS D)

Adult applicants submitting a Virginia Driver Training Certificate - Adult Waiver (DTS D) must also include a completed Driver’s License Application (DL1P) or Driver Privilege Card Application (DL10).

If you do not hold a valid Virginia learner’s permit, you must make an appointment for in-person service at a DMV customer service center, provide your DTS D and DL1P to the DMV customer service representative, and complete the learner’s permit knowledge test to obtain a Virginia driver’s license. Visit www.dmv.virginia.gov/reserve to save your spot for same-day service or schedule an appointment.
