DMV Begins New Driver's Licenses Issuance Process
Customers to Receive New Secure Cards Via Mail
RICHMOND -This week, the Department of Motor Vehicles began implementation of its new method of issuing driver's licenses and identification cards. Rather than issuing credentials over the counter at customer service centers, DMV will issue the credentials by mail from a secure, central production facility. Customers in the Tappahannock Customer Service Center were the first to experience the new issuance process. During the next three months, DMV will phase implemention office-by-office until all 74 customer service centers are equipped and using the new process.
Virginia's driver's licenses and ID cards also have a new look for the first time in a decade, and a host of state-of-the-art security features. "The newly-desgined driver's licenses and ID cards, as well as the new issuance process, will position Virginia as a national leader in identification security, producing one of the most secure, state-issued credentials in the nation," said DMV Commissioner D.B. Smit.
Fifteen U.S. states already issue driver's licenses and ID cards through a centralized process including Alabama, California, Colorado, Kansas, Maine, Massachusetts, Michigan, Minnesota, Montana, New York, Rhode Island, Texas, Utah, Washington and Wyoming.
Implementation of the new secure process in Virginia is occurring this spring with all 74 DMV offices converted by July 2009.
The new process enhances security, lowers the risks of fraud and decreases the use of false addresses. It eliminates the appeal for people who are trying to illegally obtain a Virginia license since they won't be issued on the spot anymore.
Virginians will continue to apply for licenses and ID cards at DMV customer service centers. Photographs will be taken at the beginning of the transaction instead of at the end. Customers who meet the requirements will be issued temporary driving permits or ID card receipts, which are valid for 30 days. Their new credential will be in the mail to them within three business days. Customers are encouraged to make sure their mailing addresses are up to date with DMV to ensure receipt of their new driver's licenses or ID cards.
The new cards will be produced at a facility in Danville, Va. instead of inside DMV's 74 offices. The Danville facility is comparable to a credit card production center with a high level of security and restricted access.
The cards have dozens of security features, the most notable being a clear window, containing a black and white photograph of the cardholder, visible from the front and back of the card. Both of the cards' photos are laser engraved, making them almost impossible to replace or alter. Virginia's will be the third such driver's license worldwide and the first in the U.S. to carry this clear window feature. Other security features include security lettering and ultraviolet features that can be used by officials to verify the card's authenticity.
The newly-designed credentials feature images of Virginia pride, including the capitol building and the dogwood, Virginia's state flower. Visit to see more images of the new cards.
