CSI (System Redesign) Project

Phase 3 (2009-2010)

DMV requires a comprehensive integrated CSI Solution that is customer-centric, service-oriented, state of the art, secure, and intelligent to support its re-engineered core business processes. The new CSI Solution will also provide improved efficiency and productivity through the use of new technology, a re-engineered service delivery model, and improved business process methods.

The DMV CSI Systems Redesign project focuses on the fragmented processing of DMV's core lines of business of credentialing, tax processing, and information provisioning. The purpose of the CSI effort is to transform these fragmented and outdated systems into a system that is responsive to the ever-changing needs relating to internal security, homeland security, legislative mandates, and customer relationship management.

The scope of the DMV CSI Systems Redesign project is based on utilizing a fully integrated system to serve and manage the relationship with our customers, our contractual business partners, and our stakeholders.

The scope includes providing a new integrated system to support DMV's core lines of business activities (credentialing, tax processing, and information provisioning) that are accessible through DMV's point of contact channels (customer service/service delivery via full service, assisted service, and express/self service channels), and the necessary shared services (such as financial services, business intelligence, inventory management, and infrastructure services).

During the Phase 3 Design Forum, DMV conducted conceptual design activities based on the results of Phase 1 and 2 re-engineering efforts.

The purpose of this phase was to create conceptual architecture design artifacts and business artifacts including use cases and requirements. These artifacts were validated by Gartner , an independent advisor, and used to create an RFP for procuring a CSI Solution and a Contractor to support the CSI Development and Implementation efforts in Phase 4.

Also during Phase 3, DMV reviewed the list of Service Areas and prioritized each based on timeliness, organizational readiness and impact, benefits realized, and budget. Based on this prioritization, the following is the high level stages of development and implementation for Phase 4 of CSI:

  1. Credentialing (Business Licenses)
  2. Credentialing (Individual Licenses, ID Cards, and Permits)
  3. Credentialing (Titles and Registration)
  4. Tax Processing (optional)

Information Provisioning should result as each stage is implemented with associated information content.

Another Phase 3 activity was conducting a procurement process to evaluate and select a CSI Solution and Contractor to support Phase 4 of CSI.
